Dear Private Secretary,

The Governor of Hong Kong telegraphed yesterday

evening the following message for the Lord Mayor.

in due

"Refugee situation in Hong Kong and South China

now necessitates appeal for money but I consider that sufficient can be collected within the Colony. Have you any objection to the creation of Hong Kong branch of the Lord Mayor's Fund money collected being used at the discretion of the Local Committee. I intend to associate myself with the appeal but would prefer to do so as Vice President of your Fund. Grateful for early reply. Northcote.

I should be grateful if you would let me know

course what reply the Lord Mayor would wish to

send, and I will, of course, arrange for it to be sent

through the usual channel from the Colonial Office.
